Double layer balloons are your friend.
They will only pop if someone stabs them - squeezing something that is supposed to expand substantially beyond what is required for breast size till it pops is rather improbable.

Start doing a gender change, worked perfectly for me!

... I guess it won't count as crossplay soon though...

Make pouches out of a breathable fabric and three-quater fill them with bird seed or old bra filled with water balloons and stay away from sharp corners.
