Touhou Marisa cosplay help

| About ruffles: Do you just hem up the edge or do you sew a long tube of fabric then gather the edge after so It's lined? (Does that make any sense?) I'm making Marisa from Touhou and It's frills all over the place and I've noticed that when you like, line the ruffles they don't look right. Uhm! Advice or something?
Also, how do you make a witches hat like this:

| If you're making like 10cm wide ruffles I generally make it twice as wide then fold it over so I can have it 'lined', but if I'm making like 30cm wide ones for a skirt then I will just make a folded over hem to save fabric.
With a petticoat I find it easiest to pleat the tulle rather than gather it P: |
