Has anyone ever made one of these from scratch before (I'm thinking all you people who have done Madame Red?)
I found this tutorial http://masquedcosplay.blogspot.com/2009/09/how-to-make-hoopskirt-for-under-40.html
but she makes it sound like it's a bit of a nightmare

Another other way to do it is to make a tiered skirt with boning channels at at each level (I know VictorianCouture made an amazing one for the Wellington competition)

like this: (simple!)

or like this: (wordy!)

^ whee

the hoop skirt i made for my glass mask cosplay is super easy to make.

this one
Spoiler:

I made it for under $15 dollars XD
the tubing/piping i used was two rolls of the $6 for 15m irrigation tubing rolls from bunnings
super cheap, light and because i had lots of hoops very strong as well
my hoop skirt is angled on purpose ^.^ i made it angled after i made it as a normal hoop skirt first
i used the dreamstress's tutorial for how to make the verital hoop loops and what measurements to sew at, but i used my own widths for the piping that i got from the corsets and crinolines book

Hoop widths
1- 86cm
2- 104
3- 121
4- 170
5- 187
6- 205
7- 223
8- 233
9- 254
10- 270
11- 287
12- 307
13- 317

hoops 12+13 i put right after each other rather than with the 10cm gap after each hoop, mostly for strength because they are the two bottom hem hoops and to keep them up off the ground so i could walk comfortably
i skiped the part where she punches a hole and hand sews each part, because thats to much work what i did was i just bought a roll of cheap tape from an asien store and after i had the shape i wanted i just taped each joint where they meet.

hope this helps and i hope i haven't left anything imporant out sweatdrop

A couple years back I was super lazy and had a few days before Wellygeddon, so I bought duct tape, some plastic tubing, and a bit of elastic. I measured how long I needed it, made a waist band from the elastic, and literally just tied the tubing to the waist band with some ribbon. Cost? Under 10 dollars, took about 10 minutes... and the scary part is, it really didn't look half bad.
